Choose this Technic set if the moving mechanism is the main attraction. Turning its crank demonstrates stages of a rocket launch, giving a child something to operate and explain after assembly. It is a more approachable project than the large Icons display, although the age guidance is a starting point: younger builders may still need help following the mechanism.
For a gift, check whether the child enjoys gears and repeatable movement or primarily wants minifigure adventures. Those are different kinds of play. Set 42221 is the launch-mechanism choice, and its exact set number matters because marketplace search results also include compatible lighting kits and accessories.

A rover alternative: Lunar Outpost 42211
This is a lunar-exploration play option rather than another NASA rocket. The model includes a Moon rover, mining rover and MAPP rover. Choose it for a builder who would rather move vehicles around a scene than display a launch tower. It should not be described as an Apollo spacecraft or treated as interchangeable with the Artemis sets.

Older sets can still be enjoyable collector purchases.
